Voting has commenced for parliamentary elections in the Netherlands, with current polling data suggesting that the anti-immigration firebrand Geert Wilders and his PVV party may repeat their win the most seats, though analysts believe PVV is unlikely of joining the next government.

The PVV, which previously achieved a shock first-place finish and formed a four-party right-leaning coalition that lasted barely a year, is now slightly leading in the polls and is forecast to secure between 24 to 28 MPs in the 150-member parliament.

However, PVV's popularity has dipped since 2023, when it secured 37 parliamentary seats. Every significant political group have stated they will not entering into a coalition with the PVV leader, who precipitated the collapse of the outgoing coalition in the summer amid disagreements concerning his radical anti-refugee proposals.

Key Contenders and Projections

At the end of a campaign dominated by issues such as migration, medical expenses, and the country's acute housing shortage, the left-leaning GL/PvdA coalition, headed by ex-EU official Frans Timmermans, is placed a near second, expected to win between 22 to 26 seats.

Also forecast to do well is the centrist Democrats 66, predicted to boost its representation by almost five times to 21-25 seats, while the centre-right Christian Democrats (CDA) is anticipated to more than double its seat tally to between 18 and 22.

The outgoing cabinet members – comprising the PVV, liberal-conservative VVD, BBB, and NSC – are all forecast to see their representation reduced, with several experiencing significant declines.

Electoral System and Political Division

In the proportional Dutch system, gaining just less than one percent of the vote yields a party a seat in parliament. Of the two dozen political groups participating in the vote – which include parties for the over-50s, for youth, for animals, for a universal basic income, and sports parties – up to 16 could enter parliament.

This significant division ensures that no single party is ever likely to win a majority, and the Netherlands has been ruled by multi-party governments – typically composed of four parties in the last few administrations – for more than a century.

Government Formation

Wilders has stated that "the democratic process would end" in the country if the PVV ends up as the largest party yet is excluded from government. However, critics and analysts say that first place does not guarantee a role in the coalition and that any coalition with a majority is a democratic outcome.

While the final outcome is hard to predict and government negotiations may require several months, political observers suggest that following the most extreme government in recent memory, the future government is likely to be a broad-based coalition led by either the moderate left or moderate right.

Voting locations, such as those in the miniature city Madurodam in the capital and the Anne Frank museum in the capital city, began operations at 7:30 AM (6.30am GMT) and will conclude at 9pm. A typically reliable post-voting survey is anticipated shortly after closing time.

Once voting concludes, an official negotiator will explore possible coalitions that could secure enough support in the legislature. Prospective coalition members will then negotiate an agreement for the next four years and must undergo a vote of confidence in the house before taking office.
